Yes - ZHENTANZHE torches are rated for an operating range of -30°C to 30°C. Below freezing, butane vaporizes more slowly, so expect a smaller flame at the same setting, longer warm-up for the canister and more frequent canister rotation.
Bring it to a moderate temperature slowly - an inside pocket, an insulated bag or room temperature all work. Never warm a canister with a flame, heater, hot water or any direct heat source, and never store it near heat.
Cold reduces the vapor pressure inside the canister, so less fuel reaches the nozzle each second. The torch still burns within its rated range, but the flame is smaller until the canister warms - which is why winter work relies on spare canisters kept warm.
