HS Codes for Torch Lighters: Import Classification

Classification is the first compliance decision in a torch import program, and the one most often copied from a wrong example. This guide explains the framework: which heading family covers lighters and torches, which subdivisions appear most often, why camping burners classify somewhere else entirely, and - most importantly - who actually decides. Throughout, one rule holds: this article orients your conversation with your customs broker; it does not replace one. Final classification is determined by the destination customs authority, to be confirmed with your export customs agent or licensed broker.

About a 6-minute read · English edition

Customs classification follows function and construction, not marketing names. That single sentence explains most of this page: a tool whose job is producing a flame for ignition classifies with lighters; a tool whose job is cooking classifies with cooking appliances. Keep it in mind as you read the table.

The classification framework

HS classification framework for gas torches and related products (final classification rests with the destination customs authority)
Product family HS heading Common subdivisions seen in trade Basis
Lighters and other lighters (mechanical or electrical), incl. torch lighters HS 9613 - "cigarette lighters and other lighters, whether or not mechanical or electrical, and parts thereof" US HTS: 9613.10.00.00 non-refillable gas pocket lighters; 9613.20.00.00 refillable gas pocket lighters; 9613.80 "other lighters" (with 9613.80.10 table lighters, incl. 9613.80.10.40 butane) - long-reach utility lighters are commonly declared under the 9613.80 family US Harmonized Tariff Schedule, heading 9613 (official USITC database)
China export declaration for the same family HS 9613 (10-digit export codes) 9613100000 non-refillable pocket gas lighters; 9613200000 refillable pocket gas lighters; 9613800000 other lighters (table and other sub-items); 9613900000 parts. Declaration elements include type, brand and model Published China tariff-line references; confirm the 10-digit code and elements with your China export agent before declaration
Portable gas stoves and burners (camping cookware class) HS 7321 - cooking appliances and hot plates, of iron or steel, for gas fuel US HTS: 7321.11.10 family; a published CBP ruling (NY N304255) classified a camping stove at 7321.11.10.30 US customs ruling literature for portable camping stoves; confirm with your broker
Parts (flints, wicks excepted from the heading text; other parts separate) HS 9613 parts line China export: 9613900000 for parts; US schedule carries parts provisions under the heading Heading 9613 structure; spare-parts shipments should be declared separately from finished goods

Subdivision-level duty rates differ between lines - for example, the US general rate for non-refillable 9613.10 differs from that for refillable 9613.20 - and rates change over time, so they are intentionally not printed here. Your broker quotes the rate in force for your entry date and market. All codes above are orientation, not a filing instruction.

Why torches and stoves classify differently

A long-reach torch and a five-star camping burner can share a factory, a fuel family and even a customer - and still land in different chapters. The torch produces a flame to ignite things; the burner transmits heat to cook with. Tariff schedules separate the two functions, which is why the stove line sits under heading 7321 with the published US ruling cited above, while ignition tools sit under 9613. If your program spans both - as many outdoor-retail programs do - brief your broker on both lines separately rather than letting one code leak into the other's paperwork.

What actually determines the final code

  • Function and construction: ignition device versus cooking appliance; pocket format versus utility format; refillable versus non-refillable.
  • The destination schedule: the HS six-digit framework is international, but each country's tariff extends it with its own digits, notes and legal texts - the same product can carry different 8-10 digit codes in different markets.
  • Customs practice and rulings: where wording leaves room, the customs administration's published rulings and your broker's filing practice settle the outcome.

Export-side requirements beyond the code

Classification is necessary but not sufficient. China's export regime for lighters and ignition guns combines a registered manufacturer code with type testing and routine inspection - including child-resistance testing - and requires dangerous-goods packaging with the corresponding use appraisal for lighter-type goods. In practice this is why established factory programs ship in certified dangerous-goods packaging and can show the inspection trail behind a shipment. The takeaway

Put the framework on the table early: heading 9613 for torch lighters, heading 7321 for portable stoves, destination-specific digits added by your broker, and the final word always belonging to the destination customs authority. Buyers who bring this structure to their first broker conversation get accurate landed-cost math weeks earlier than buyers who ask "what's the code for a torch?" with no product detail. That conversation is also where duty, insurance and freight assumptions stop being guesses.

Professional tool, not a toy. Read the manual before use. Keep away from children. Classification content on this page is orientation only — final codes and rates are determined by your customs broker and the destination customs authority. Fuel canister not included — purchase locally per local regulations.

FAQ

Frequently asked questions

What HS heading covers long-handled torch lighters?

Heading 9613 of the Harmonized System covers cigarette lighters and other lighters, whether mechanical or electrical. In the US tariff schedule, long-reach utility lighters are commonly declared under 9613.80, the "other lighters" subdivision. The final call always belongs to the destination customs authority - confirm with your licensed customs broker before filing.

Does a camping gas stove use the same HS code as a torch?

No. Portable gas stoves are cooking appliances, not lighters, and are classified under heading 7321. A published US customs ruling (NY N304255) classified a camping stove under 7321.11.10. This is why multi-product buyers should separate torch lines from burner lines in their customs paperwork.

Why does refillable versus non-refillable matter?

Because tariff schedules treat them differently. The US HTS separates non-refillable gas pocket lighters (9613.10) from refillable gas pocket lighters (9613.20), and the two carry different duty treatments. Refillable butane torches fall in the refillable family; confirm the exact subdivision and rate with your broker.

Who decides the final HS classification?

The destination customs authority - in practice, your licensed customs broker prepares the entry and the customs administration can review or rule on it. Many administrations offer advance or binding ruling procedures; where available, a ruling obtained before shipment is the strongest protection against reclassification.

What export-side requirements apply when shipping from China?

China's export regime for lighters and ignition guns combines manufacturer registration with type testing and routine inspection, including child-resistance testing, and requires dangerous-goods packaging with the corresponding use appraisal. Your freight forwarder and export agent will confirm the documents needed for your shipment.
