None of these layers is optional, and none of them is something a buyer should improvise: the framework below tells you what each layer involves and which professional owns the final call.
Lighters and ignition guns are regulated as dangerous goods for transport. Under Chinese export practice - per guidance from China customs and the China Exit-Entry Inspection and Quarantine Association - lighters and ignition guns move in dangerous-goods Class II or above packaging, and the packaging requires an export dangerous-goods packaging use appraisal within the IMDG Code framework. In plain terms: the cartons and inner packing are part of the compliance, not just the product. Your freight forwarder confirms the current packaging requirement and approval path for your specific route and mode.
China customs applies a registration-plus-inspection regime to lighter and ignition-gun exports: producing enterprises register with customs, and the goods pass a combination of type testing and routine inspection - including child-resistance related testing - before export. For a buyer this is background assurance: the factory you contract with should already live inside this regime. It is also a supplier-verification question - ask an exporter directly how their export inspections run.

One scope note that removes the most restricted cargo from the conversation: refill gas canisters are subject to local regulations and are normally purchased in-market by the end user - the export scope covers torch bodies and accessories.
