Certification is where torch import programs are won or lost - not because documents are hard to get, but because buyers rarely check which document applies to which product in which market. This guide maps the standards and regulations that govern gas torches and utility lighters by market, explains what each instrument actually covers, and shows how to read a factory's certification file the way an auditor would. One framing rule throughout: this is orientation, not legal advice - final compliance responsibility sits with the importer, and requirements should be confirmed with a compliance advisor or the destination authority.

Gas torches sit at the crossing point of two document families: international standards that describe how the product must behave, and market regulations that decide which behavior rules are mandatory. The standards family is stable across borders; the regulatory family changes by destination. Reading them separately is the first discipline.
| Instrument | Scope | Status | What it requires, in brief |
|---|---|---|---|
| ISO 9994:2018 | Pocket lighters | International safety specification; adopted in Europe as EN ISO 9994 | Safety for normal use and reasonably foreseeable misuse: maximum flame height, drop resistance, resistance to high temperatures |
| ISO 22702:2018 | Utility lighters - grill lighters, fireplace lighters, lighting rods, gas matches | International safety specification; the closest match to long-handled gas torches | Flame generation and height (premixing and postmixing treated separately), resistance to spitting and sputtering, flame-out when released, plus drop and other test methods |
| 16 CFR 1212 (US) | Multi-purpose lighters | Mandatory US regulation | Child resistance: at least 85% of a child-test panel unable to operate the lighter, auto-resetting mechanism, compliance certification and import-refusal provisions |
| 16 CFR 1210 (US) | Disposable and novelty lighters | Mandatory US regulation | The same 85% child-test-panel resistance concept, with its own certification requirements |
| ASTM F2201-20 | Utility lighters (consumer safety specification) | US voluntary standard and test basis | Consumer safety requirements for the same product class ISO 22702 covers; matches excluded |
| UL 147 | Hand-held torches for fuel gases | US safety standard for torch hardware | Air-aspirating hand-held torches for heating, soldering and brazing on commercial-grade fuel gases. Note: UL 3000 is an unrelated EV-charging standard - do not accept it as a torch certificate |
| EU general product safety framework | Consumer products including lighters | Marking obligations for this category are a grey zone - lighter products are commonly reported as outside CE marking directives; confirm before relying on any marking | Safety demonstrated through applicable standards testing (EN ISO 9994 / EN ISO 22702 class) and general product safety duties; verify current texts with a compliance advisor |
| China export regime | Lighters and ignition guns exported from China | Mandatory export-side regime | Registered manufacturer code, type testing combined with routine inspection (including child-resistance testing), and dangerous-goods packaging requirements |
Standards are revised periodically - always confirm the current edition with the issuing body. This table is orientation for buyers, not a legal opinion; final classification and compliance responsibility rest with the importer.
A certificate is only as useful as its scope page. When you request the file from any factory - including ours - check four fields on every document: the standard number and edition, the covered model list, the issuing body and the validity dates. A report naming a different model, a withdrawn edition or an expired window is not evidence for your order, however impressive the cover looks. Ask for copies of complete documents, not summaries.
For transparency, the documents ZHENTANZHE lists in its certification file include report and certificate documents covering models GF-8010, GF-8011 and GF-8016 (valid through 2028), TÜV, UL and CPSC-related documentation, SGS reports, ISO 9001 quality management, testing against ISO 9994 and ISO 22702, and a GB/T 38522-2020 national-standard test report issued in 2025-12. Request the copies, read the scope pages, and match them to your destination market with your compliance advisor - the same discipline this article asks you to apply to any supplier.
European buyers ask about CE more than about any other mark. The honest answer is that lighter-type products are commonly reported as falling outside the scope of CE marking directives, and that safety compliance in practice runs through standards testing - EN ISO 9994, EN ISO 22702 and the general product safety framework - rather than through a CE mark on the product. Because this area is widely misquoted on both sides, treat it as unconfirmed until your compliance advisor checks the current texts for your market: it protects your listing and your liability position equally.
Strong suppliers answer with document numbers; weak ones answer with logos. The ZHENTANZHE certifications page shows how we present the file publicly, and the quality system page covers the 20+ per-unit factory tests that sit underneath the paperwork.

FAQ
Buyers frequently assume so, but lighter-type products are commonly reported as falling outside the scope of CE marking directives, with safety demonstrated through standards testing such as EN ISO 9994 and EN ISO 22702 under general product safety rules. Requirements evolve - confirm the current position for your market with a compliance advisor before relying on any marking claim.
Multi-purpose lighters are subject to mandatory child-resistance rules under 16 CFR 1212: at least 85 percent of a child-test panel must be unable to operate the lighter, with certification and import-refusal provisions attached. Voluntary standards ISO 22702 and ASTM F2201 describe the product class and its safety tests; UL 147 covers hand-held torches for fuel gases.
ISO 22702:2018 is the international safety specification for utility lighters - the class that includes grill lighters, fireplace lighters and gas matches. It sets requirements for flame generation and height, resistance to spitting and sputtering, flame extinguishing when released, and includes drop and other test methods. It is the closest standard match to a long-handled gas torch.
Rarely in full. Test reports and certificates usually name the models they cover, so a report for one model says nothing about another. Always read the model list and validity dates on each document, and ask the factory which certificates cover the specific model and variant you intend to order.
Copies, not summaries: the full document with the standard number and edition, the covered model list, the issuing body, and validity dates. Match each document against your destination market's requirements with your compliance advisor. ZHENTANZHE provides its certificate and report file on request.
